It's only a crime here if the person himself files charges.
And normally nobody cares enough. And the police wouldn't do anything with it anyway.
But in high profile cases that reach the media the police can sometimes be bothered to pick such a case up. Which will likely lead to a fine.

Both carry max 4 months in prison. But insulting the police officer gets you a fine, while insulting the King gets you put in prison for 1 month by default.
Insulting the King used to carry max 5 years in prison though in 2019.
