NASA is state funded and the public is only interested on prestigious stuff, they even got bored after 3 moon landings ffs, so they built that spectacular shuttle so that the public would be satisfied, but it turns out it was a money pit and rather unreliable for what it is. They do tons of interesting and important stuff but the public doesn't care. In Europe the public doesn't care at all so the space agencies don't rely on appreciation ratings.
