Poland looking ugly is just the result of historical poverty, it will never fade away because it would require people to act solely for aesthetics rather than increasing their wealth. No one will demolish old wooden barns just for his backyard looking nicer to street viewers and there is no other reason why he would do it. Only countries which were rich from the beginning and already built their houses/farms according to high, first world standards will look perfect.
Same reason why South Korea looks rather poor, ugly and chaotic despite their high GDP per capita and salaries. Just a lot of "historical poverty" is still accumulated there in old buildings etc.
