No it isn't. The North is much less densely populated. Tokyo isn't in the North.

It's not as bad as we joke about on here. Most regions do have silly accents, but other than that are fairly productive, given the low level of public investment in Northern infrastructure. There is a regional divide between the North and South, (the government has been caught red-handed quite literally using tax revenue generated in the North to build fancy parks in Sussex lmfao), but there are numerous large cities in the North that attract significant global investment and have quite high GDPs.
