No. It's actually very close to the American Republic Type and less of western Europe parliamentary style. Their executive branch can be much stronger in times of war and they are less populist.

They're not. Ukrainians are sending their entire nation to die for a cause that has no real way to exist. Russia knows that the west will never treat the Ukrainians right and is thus trying to save themselves from getting hurt by the west, using a bunch of highly trained and motivated volunteers who damn well now the geopolitical reality of Ukraine and is sufficiently beating back the entirety of NATO dogpiling on it.. The Little Russian nation has to be saved from itself before it gets devoured.
