Untrue since America rebuilt it's nuclear arsenal twice since the millennium, at a cost of about ~$750 billion ($1.2 trillion if larger physics research is considered and $3 trillion if submarine, ICBM and B-21 research is also considered). President Clinton was able to get the Comprehensive Test Ban approved, but not ratified, by the US Congress therefore it could not become law. Obama didn't bother although he agreed to arms limits with Mendelev with New START and an agreement to not produce hypersonic missiles. Russia has thrown these latter two into the toilet for some reason.
There were some bumps as the FOGBANK debacle demonstrated, but the US gov't got around this and now we have nuclear weapons at least 2-3 generations ahead of Russia. And the gap will widen as America begins planning for our own non-European CERN and as another NIF is built. The US government is much closer to fusion than Europe, largely because we use it to cert nuclear weapons. Also, even though Las Vegas would protest there is nothing formally stopping Biden from restarting nuclear testing. With the way things are going, if Putin were to explode a test nuke in Siberia it'd compel Biden to start doing the same in Nevada again. In this way Putin would have successfully reversed all the diplomacy the USSR created.
