It's some junior idol video, a lot of these were made by different studios in the 2000s but stopped after Japan had to pass laws banning the production of these videos.
Ironically, despite western claims of abuse in this industry, there had never been a single reported case of child abuse in the thirty or so years these videos were in production.

It most definitely is, before getting banned this shit was heavily regulated to keep children safe. I even recall a producer of one of these videos getting arrested simply because he lingered too long on a shot of some 17-year-old girl's breasts that were covered by a bikini.
Even rumours of abuse would have spread like wildfire in the media. The fact that none of this happened makes it really unlikely any abuse did ever happen, besides, this stuff was heavily regulated by the government.
