Buildings a space program from scratch is EXTREMELY difficult and has a lot of failures early on. NASA is forbidden by federal law from giving any of its tech out without congressional approval and no one will give it to China so they have to go through all the crap we and the Soviets did in the 60s.

I read a story recently about the US buying some Russian helicopters (iirc on behalf of some other thirdie country), and how they were massively alarmed about 4 out of 8 critical bolts being cracked, and that the Russians just shrugged it off because it was designed to have that level of tolerance because they never figured out how to build it to a good standard in the first place. not him, but yeah it's from scratch. India too. Both China and India are doing everything mostly on their own with little support from the EU or Russia or the US. Japan in comparison piggybacks heavily off of NASA and European ventures, which have been going on since the 70's and 80's at the latest.
The fact that you guys are trying to overemphasize every tiny failure of China or whoever says a lot; most westerners are threatened by China and they mask it as disdain or mockery. But anyone with half a brain knows that failed launches are extremely common even in the west and especially in early years
There is no international agreements on natural decaying objects. It's a huge problem in the space industry. US Space Command tracks these orbital debris and predicts with decent accuracy where it will come down. They then publish notices to aircraft and ships to stay clear. The issue will be when it hits a population center.

Usually aircraft that are built tough are heavier and or require bulkier profiles. Because of that they would require more fuel, probably get seen or heard easier. So although Western aircraft/equipment might require more maintenance they make up for it with better performance.
