Reminder that Jabba was rare among Hutts in having Twi'leks and other slaves dressed up and chained, the rest of the Hutts actually thought he was a creepy weirdo fetishist because of it, they just couldn't say so outright because he had immense political power among the Hutt clans. Tatooine was basically his private planetary retreat where he could go enjoy his degenerate fetishes as he pleased.
