The Mintakias were cool. And there actually are a bunch of other proto-vulcans. Obvious ones being Romulans and Remans(potentially). Then you have the Debrune and Garidians who are tied in as well with the Romulans. Then there is possibly Sargon's people from TOS, the sexy psychic split personality lady from that one DS9 episode, and the Watraii from the Vulcan's Soul novels (its gay, don't waste your time). Finally, (and this one is a clusterfuck) at least one of the species called "Rigelian" is as well but its not really clear which and by what connection.
Plus, you have like a dozen more in the beta canon if you really wanna dig.
