Realistically you could not ever hope to purge all force sensitives in the galaxy. Palps was shrewd and just made sure no new Jedi order could ever get recreated, no shitty self made force user could possibly defeat a Sith emperor.

I agree that there are way too many jedi after the purge though, makes it feel cheap. But you know how it is, it's easier to milk this era of star wars instead of coming up with a new one.
