He was supposed to shoot up a hip-hop concert to enflame racial tensions but he either couldn't get the correct room or the venue was moved so ended up shooting up a country music concert, which was mostly useless from a political optics/narrative point of view. The FBI or whoever wound him up must have been furious.

There is literally no point because the narrative can't be what they want it to be because he shot up the wrong event. If it's kids, it's news. If it's whites killings blacks it's news. Anything else is not nearly as useful and in this guys case they probably DONT want people looking into it especially without the racial or kids angle to stoke their irrationality.
