Now, local companies could rise up to take their place in theory. But these companies would need investment and loans to get started. Which is rough because there is no such thing as investment in Russia anymore. Even Chinese banks have pulled out rather than come in. Not wanting to both invest in a risky environment or run afoul of US sanctions, whose trade represents 10 times the value of Russia.

Regarding import substitution, if you look at car manufacturing for example. Despite a massive drop in foreign car imports, Russian car manufacturing has actually dropped to half of it's previous volume. Mostly due to supply chain issues regarding individual high tech parts that came from Europe.

Same with Russian gas and oil I guess. Big shame trillions of dollars of Russians gas are just going to be sitting in the ground unused and unmined from now on. Unless Putin can convince China to invest billions into new pipeline infrastructure for the reward of becoming energy dependent on a country that is no longer seen as a reliable vendor. Instead they might prefer to just invest that money in tapping into the gas reserves of Xinjiang.

Don't delude yourself, there's a whole world outside of Europe that wants cheap energy. India is ready to gobble it up, all it needs is some new infrastructure, which China has shown they're happy to invest in in places much further away than Russia, like in central Asia or Africa.

They would like to have the backup since almost all of their fossil fuels come via the ocean.
