Nobody as far as I know, we've treated the Sami badly but that's mostly far away in history, during WW2 some POW camps were badly organized or negligently run but it wasn't some purposeful extermination campaign. I think Finland sent a total of 6 Jews that were seeking protection in Finland back to German hands but even that was done against government approval with a rogue minister or head of secret police acting on its own iirc. We fought alongside Nazi Germany but we were pretty reluctant partners and didn't know or wanted anything to do with their genocide campaign.
