There were huge protests against Lukashenko in 2020 and 2021 which is probably the reason for the spike. This statistic probably measures some meme crimes which aren't penalized in most parts of the world but are criminalized in Belarus like criticizing the gov't etc. As such this statistic is not to be relied on in international comparisons
