Yes. Lithography machines are highly complex. China (the big one) can only make machines that can stamp only 28nm wafers which is highly impressive knowing there are more than a hundred chiplet countries but that is still not enough to compete in the current market. Also do not forget you need to have capable and well educated people to man those machines as well as suitable factories built for such purpose.
Also the very small process nodes like 5nm are built in house by TSMC but many other uses do not require it so the continue to stamp chips from 130nm to 40nm using other machines.
I'm too tarded to know what a node is, so they don't use dutch machines for the cutting edge?

Intel has killed AMD and IBM so bad in the 2000s that both of them had to sell their manufacturing business. Those fabs stopped advancing.
That left Intel as the only relevant western chip maker, but they wanted to keep their market edge, and didn't want to make chips for others. They wanted to sell their own CPUs and own the market forever.
However smartphones came, and Intel completely missed out on that. A lot of money poured into the companies who can chips for them. So they caught up to Intel. And then Intel fucked up with 12nm, they couldn't advance for a long time, and now they're behind.

China has been pouring massive money in to the semiconductor making business partially as one of the guarantees to escape stepping on the cheap labor rake alongside established infrastructure and logistics. But there is more sinister views on this is that China might start military action against Taiwan the moment they are not dependent on their semiconductor industry (the only worthwhile thing about it and why US is stepping up presence there because they won't be able to start their own industry in decades or maybe forever).
