This low amount of words is ok to be retarded Any Forums poster, keep some remote job, have some travelling and living activity out of my country. I am ok with foreign videos too - can listen it and understand.
So my theory is this: If you will learn 1-3k words, it will be ok to have the same lifestyle. So it will be a good point to start learn some grammar after. If you will find a good and easy not long book, it will be possible to improve the language level and be more powerful in any communications.
So the theory is: 1. You can learn words first with any mobile apps. (Pretty easy, can take 1-2 years, if you will do it for few minutes per day) 2. You can read one grammar book after. (If you will spend about a hour daily, can be finished in 1 year)
The main problem is to find one good grammar book. For english it can be Raymond Murphy "english grammar in use", so you need to find the same for another language.
So 2-3 years is ok to finish a language, based on my theory. After it is better to be involved into the language atmosphere (youtube, Any Forums, pornhub)
It works for not difficult languages: you can't learn japanese or arabic language with this mode, but you can learn other mostly.
Of course, it is not a solution for c++ education too.
Also, post the website. I will add it to my bookmarks. Will review it from few years. May be I will know few more words (1 or 2)

As you can see I am retarded anyway (I didn't finished the grammar, lol)
And I have a brain damaged words ordering too because of russian thinking mode (any words ordering is ok in our language). But you can understand me and I can improve the level in the future too.
If you know words, you can speak as a retarded, but people will guess.
Something like
"Me want coffe drink" is bad, but can be translated as "I want to drink a coffee".
So learn words first, after improve it with a grammar. And it can take 2 years instead of a full university + school course. Where am I wrong?
Eu falo um pouco de portuguese. Eu nao sei, mas eu tenho. - it is not grammatically well and I've just know few words only, but already have some luck to be considered like a study guy, lol

I tried a Russian one with multiple-choice questions. The result is inflated because the choices were often too stupid, for example they asked the antonym of a verb and only one of the four choices was a verb.
in most languages you can get by with learning the most frequent words, probably only need around 5K words to be at a decent level.
