An 18th-19th century frigate could probably do some serious structural damage to a moderately sized modern building given enough volleys, provided the building is situated somewhere along the coastline.

A more interesting comparison might be a frigate of that era versus, say, a very lightly armed modern cutter or OPV (offshore patrol vessel). Sans helicopter of course.

I'm going to give the frigate a 19th century iron/iron-reinforced hull just to make such a maneuver slightly more costly for the cutter.

it's still such a mismatch but

if they started such that the side of the frigate was facing side of the cutter, I would guess it'd be devastating for the cutter, maybe game over and regardless if the frigate was all wood hull

if side of the frigate facing the cutter head on or so, then I really don't know

and in other cases I'd still think it would be too easy for the cutter to outmaneuver the frigate. but I'm no naval pro though

Also ramming the frigate might not be ideal considering the cutter's crew would probably be far less prepared and equipped for violent boarding action.

good point. but yeah, I think the starting position could make all the difference due to the frigate's cannons being so fixed and the maneuverability difference. if they started far enough apart so that they'd have to sail into the fight, then maybe the frigate could also do something to get into firing position.

I'm assuming here that the firepower on the frigate would shred through the small modern vessel easily, as long as it scored hits

It really depends on what materials the cutter is using, modern ships generally aren't built for taking direct hits but even a standard WMEC would still have a steel hull. That might be enough to deflect most cannon fire long enough to ventilate the frigate.

They would have to know the layout of the frigate and I don't feel like giving them that advantage on top of the others they would already have.
