No. Nedry set up a specific routine which would kill the power to distract everyone whilst he dropped the embryos to his contact at the docks. This was so his movements weren't tracked by the security system and to cause enough CHAOS that he wouldn't be found out.

I think user's point is that the cages should default to being closed and only opened with power, not the other way around. It's called being fail-safe. Jurassic Park was fail-deadly.

Yeah it was a virus not power outage which is why specific systems were switched off. Later in the movie they reboot the system and actually turn off the remaining power everywhere including the raptors pen.

FWIW we don't see any enclosure gates being opened by Nedry's virus. His intention was never to set the dinosaurs free. His 18 minute window was short enough to drop his package at the docks, and get back to the control room in time to save the day by restoring the systems.
They specifically mention that the raptor enclosure was unaffected when Nesry's virus activated. The raptor enclosure wasn't powered-down until Arnold rebooted the system.

Better to have one or two staff members trapped with the dinosaurs inside the enclosure than have potentially all the guests trapped with the dinosaurs in the entire resort

He didn’t he just didn’t know what they were capable of. In the movie anyway. Spielberg thought he actually identified with Book Hammond, don’t know how you should take that if you’ve read it but Spielberg basically had a headcanon thing going where he just didn’t think Hammond was that bad a guy, so he made him more likable in the movie.

Because he built the park around the automated vehicle so part of it’s enclosure needed to be eye level. You’re supposed to find it retarded when the characters can’t see the spitter one.

Again, not to labour the point, but the enclosure gates weren't opened by the virus. We see Nedry using a manual override to move between Park zones when he tries to get to the Dock. The enclosure gates open automatically when powered, as we see in the gas jeeps as the group arrives in the park and for the tour jeeps as they begin the tour. But there are manual overrides for the event of a power outage, because we see Nedry use such a manual override.

Watch the video. The enclosure gates are locked by default in the power outage. Nedry manually overrides and forces them open with his jeep.

It was Dodgson's idea while Hammond wante a genuine experience even as Wu told him that dinosaurs move faster than anticipated and that perhaps they should be modified to better fit people's preconception of them.

Nedry literally opens up ALL doorlocks. Thast the entire point. The entire door lock system of the park is interconnected, which is why Nedry is sarcastic about it to begin with,
