Well if you could take and hold the mykolaiv/nikolaev shipyard you won't need to build one.
Nikolaev shipyard is not functioning, there's no equipment in it and it'll be vulnerable
They made a contract for Leader destroyers we'lls ee how it turns out, it's closer to Arleigh burke than whatever frigates/corvettes we're building rn but it still sucks in terms of VLS amount and is expensive as fuck (1.6 bil)
UK wont increase much if at all. There are new ships being built but they are basically 1 for 1 replacements:
4x nuclear weapons subs like for like replacements (vanguard to dreadnought)
12x type 23 (4900t) frigates replaced with 8x 6900t type 26 and 5x 5700t type 31 frigates
I think there is an issue that some auxillary ships are going out of service in a few years with no replacement
Also you can basically ignore Russia in that chart. Half of their ships don't leave port (they keep them on the books instead of decomissioning to sound good), they don't have capacity to even build a modern surface ship, and most of their ships are very overweight for their capability soviet junk

They ordered French mistral ships but they were blocked even after completion because of Ukraine war. After that they have been powerfantasizing about building helicopter - and aircarft carriers almost every year.
