again "most humane" I'm going to encourage you, once more, to consider other cultures as "the most humane culture" when the "Nordic" culture in question has a history of inhumane actions and beliefs. Perhaps the people of Bhutan, other peaceful Buddhists, or a peaceful Indigenous tribe, etc, would better fit the bill. Perhaps a group of people who do not have a history of practising or upholding eugenics would be a better candidate for "historically... most humane people."
I don't know specifically which group would best fit the description of "historically most humane people." But I'd start with ethnic groups that "historically" didn't advocate for eugenic practices.
