easily moddable, protagonist is from a ghetto and of dark skin, it has spanish-speaking characters (cesar), LA is basically latam in USA and a lot of people don't know this but this game was playable in arcade machines, they were adapted to house a modified xbox console in which you could play pirated games so thirdies, like me, had access to xbox games despite not being able to afford a console. In my case you could play 30 minutes for 5 pesos (around half a dollar back then)

SAMP added a lot of it, the different modes from racing, flying and role playing as well as thousands of servers which are very easy to upkeep make it very popular to this day because thirdies can't afford more capable systems and you can run GTA SA on a complete sack of shit with integrated graphics.

VGH

Vice City was more popular in India but I preferred San Andreas. Bigger map, I loved driving around the distinct biomes, better, more engrossing story, more activities, just more of everything. I played it in a time when we weren't spoilt by the internet and a billion cookie cutter open-world games, so large games like these left an impact.

I still play it from time to time, never liked the matchmaking and skin crap on CS:GO.
