Robocop is my favorite movie of all time but it's tongue in cheek and over the top.

It's a satire, but that doesn't stop it from being a serious movie. It has a serious story and a serious message.
Even full-on comedies can be serious movies, like Dr. Strangelove. But RoboCop isn't a comedy, it's an action movie.

So is A Clockwork Orange, but that's still a serious movie, and it's highly debatable whether you can call it a comedy.
