I remember in general that service providers used to really rely on texting as a form of revenue, and I think when Whatsapp and other messaging services came out service providers were trying hard to shut them out, like trying to limit data being allocated to these apps or trying to classify them as texts
I can imagine non-American companies were able to stop telcos from doing this clearly anti-competitive behaviour, but America has weak anti-competitive laws and they love allowing companies to keep anachronistic prasctices to gouge customers for as long as possible.

I swear I've had group SMS texts since 2008. And something like 60% of Americans use iPhone (for middle class and above young people it's like 95%) so we all have iMessage.
