It's just a situation where everything is budgeted out cheaply by the companies/government while simultaneously having massive urban sprawl.
Run down suburbs dot the land, and the shopping "district" is a collection of roads with car dealerships, banks, fast food joints, strip malls, and actual malls (which are now dead because of strip malls).
