I don't believe governments/politicians are thinking about the long-term. They probably use immigration to get more votes (from the immigrants), for the low-skilled labor they provide, and for the jobs this system provides to the bureaucrats who work in social services. If they were thinking long-term, they would be against uncontrolled immigration because of all the harmful effects it produces in the future (poverty, ghettoization, crime, etc)
