The Ni-Ni-Roku Incident was an attempted coup d'etat in Japan that took place between February 26 and February 29, 1936.

Influenced by the Imperialists, 1,483 young army officers and soldiers rose up and attacked government officials and occupied
Nagatacho, Kasumigaseki, and other areas, but the situation was eventually settled when the young officers returned their
enlisted men to their original units and surrendered, except for some who committed suicide. As a result of this incident,
the Okada Cabinet resigned, and the succeeding Hirota Cabinet enacted the Thought Criminal Probation Law.

"still" has to come just before the adjective it modifies: "is Japan still safe?". Otherwise it modifies "Japan", changing the meaning (strictly speaking that is, in this case the meaning was obvious) to something like: "are the quiet parts of Japan safe?".

The coup itself was due to infighting between military factions.
