People are just left to sit and decay in jail with nothing to do and no direction to go. They're not put to work that would at least be constructive.
They're not forced into education. They're not forced into conscription.
But they're also prevented from doing most anything that would otherwise preoccupy them or help them out.
They just dry rot.
