Just to extrapolate a bit more, if you watch TOS and TNG without considering the films Kirk and Picard hit all the exact same notes. They're both loquacious in the moment, both bookish, hell they even both hate kids (Bones keeps trying to fob Charlie X onto Kirk and Kirk is like yeah nah fuck off). Both spartan in the extreme and dedicated solely to their work. If there were a difference I'd say Kirk is more emotionally partial and Picard is more morally dogmatic, but the outcome is almost always the same. Picard would keep Mitchell on board because it'd be wrong to abandon him whereas Kirk kept him because he felt compassion for his former friend, for example.
