Have you ever actually been to the type of surplus store that carries old surplus in bulk?
In a lot of cases, the stuff may have been sitting around for 50 years in a surplus warehouse, and 50 years before that in a military depot.
The most the guy at the surplus store might do is raise the price by a buck or two to make a few extra dollars.
