When thinking about history, Germans in general don't consider themselves particularly good or evil, they will acknowledge the Nazi regime and the horrors it brought down upon them, but subconsciously the Nazis are seperated from Germany; the Nazis are evil, Germany isn't.
Most people don't care much about history though, and will say that they view Germany as neutral, but in their mind they will feel superior to others, "Greeks are stupid and can't handle money so we have to babysit them", "Poles are racists and we are better than them" "Americans are uncaring and selfish, would rather have mass shootings than gun control, not like us who have it all figured out"
All this obviously excludes the political extremes who will claim that Germany has done no wrong, or that Germany is entirely evil depending on who you ask
