It's 80% desert not 90%, it may not seem like a big difference but that 10% of difference is almost the size of Poland.
As for what happens there, there's not a ton of population but still like 5 million or so people live there, there's cities and infrastructure yeah, Algeria is sort of autistic about equal development of its territory because of our socialistic legacy so the desert isn't lagging behind much, they have an HDI not far behind that of the north.

Nah, watch vlogs of French tourists in Algeria (like Ben N'co), they're not even allowed to pay for food and drink a lot of the time (or random people will pay for their bill) because people treat them as guests, this goes for all tourists here because we aren't a touristy country so when people see a foreigner they go the extra mile to make sure they're comfortable, but just to tell you that the French are no exception to this, out hatred is for France as a colonial entity that refuses to acknowledge its crimes, not random people that had nothing to do with it.
