It only feels like nothing is happening because two major plot lines are competing for screen time. Compare this to season 3 where we got a very, very long sequence of Chuck tearing apart his house without it feeling overly indulgent and time wasting. The show was only about Jimmy then with very little focus on the Cartel's goings-on. Just some light Mike backstory here and there occasionally.
