George has more or less finished Winds, though hasn't done more than draft chapters for Dream, which he will never mention while Winds is unpublished. The man is very careful, almost Machiavellian about managing fan expectations. He knows how pissed people are and it's not that he's annoyed by it, he's stoking it. Some of us have tried to talk him out of it, but I digress...
The issue is Dan and Dave are hacks who backstabbed George out of laziness alone. Everything since season 4 has been George's slow burning redemption plot.
HoD is meant to erase the legacy of D&D HBO, and supplant/exceed GoT. George has put his all into managing the long arc of the show. The other shows were smokescreen to dump D&D and deal with HBO corporate politics. HoD WILL introduce a plot thread or two which was MINOR in ASOIAF, but will which DOMINATE Winds of Winter.
George basically wants to make up for Lady Stoneheart's absence from GoT by rearranging a background character for ASOIAF's endgame who will be presented to the world in House of the Dragon.
My little "faction" wants more fan hype, but others want to play it coy. Thing is, if this show fails to get an audience because core fans are alienated, so much for George's plan. So believe me or not, here it is.

I believe George is done with Winds which is what the updates have been about in his blog "horns blowing/frogs hopping", etc. We'll definitely get some sort of announcement at the end of the month with MAYBE late August or early September release date.
