Scotty made captain before Sulu. Scotty was promoted to captain in TSFS. Sulu didn't make captain until TVH.

Chekov was a lot younger than Sulu. Chekhov's first posting was to the 1701 as an Ensign and Sulu was already a Lieutenant and frequent acting captain.

Uhura was junior to Sulu as evidenced by the fact that she was only acting captain when Kirk, Spock, Scotty, and Sulu were away. See TAS: The Lorelei Signal.

Uhura would have made captain after Sulu. Chekov after Uhura.

Scottie was promoted to the rank of Captain before him, he just stayed in the engineering role.
Chekov and Uhura were both lower ranked than him, Chekov at least had served in a First Officer role before returning to Enterprise rather than continuing elsewhere.

You're assuming that everyone is on a track to become Captain. They're not. It's a common headcanon mistake. Most officers have specialities that make them terminal Commanders or they hold the rank of Commander for the majority of their careers after they achieve that speciality, like doctors. Some officers, like Scotty, take a command track and are able to hold the rank of Captain while not being in command of a ship, but most officers do not. They just max out at Commander. There's no shame in that.

If Q is a 10, and Trelane is a 7, then STV's God is a 3 at best.
