Most europeans still identify as their national identity. In the future that might change due to the EU, which is doing a decent job of building a sense of a common european identity which can influence politics; but right now it makes no sense to say a man from Edinburgh and a man from Timisoara are both "culturally european" just like it makes no sense to say a man from Lagos and a man from Johannesburg are both culturally african. A norwegian tourist stands out in my part of Italy more than a tunisian one.
