Most of India isnt 'rural' even if the stats say otherwise.
The socialist red tape govt in the 60s and 70s allocated different categories for lands, which never got updated even after massive changes (technically illegally but not enforced), and now there are a huge number of 'Khasra'(denoted for rural land) where there are only urbanised buildings and no sign uncemented ground, all counted as 'rural'.
