Because 20 years ago Europe had a max average summer temperature of 25°C or so.
Most of Europe is a second or third world country and their electrical infrastructure cannot handle hvac or a/c
They brag about having those shitty little portable wall units when they don’t even have internal air conditioning systems in their house

Well, I can´t speak for southeners, but up here in the north, the warm-ish season is so short that AC is mostly waste of money. Where I live, the weather today peaked at 64F. Few weeks ago it was around 85-90F for 2 weeks and during that I had my fan on and it was enough.
If I lived somewhere like Arizona or Spain, I´de have the strongest AC that money could buy. In Finland, nah.
