Definition - A Relevant country is any country whose impact is felt well outside it's own neighborhood. Ergo, an irrelevant country is hence any country which if were to suddenly disappear, would not affect the world in any meaningful way in terms of technology, politics, economy etc.
Hence now that we have got the definition out of the way, here is a list of all relevant countries in this world. If you cannot find your country in this list, that simply means its existence on this planet makes little difference to how the world functions.
