I'd be willing to bet at least half of the houses owned in the area aren't even owned by US citizens but more likely Chinese rich kids that have enjoyed the sudden wealth that happened over the last 20 years.

More sprawl and conversion of old industrial areas into condos would help. A whole new city somewhere on the central coast would be great. This is a government created problem.
