Because on one hand, they want to convince everyone that their pathetic fetish is real and cannot stop themselves from spamming feet and being really fucking annoying. There is no other fetish group in the world that does this, they are the ONLY ONES who are so desperate for recognition because they know it isn't a real fetish so their response is to spam it to try and "normalize" the idea of feet being sexual.

On the other hand, they spam feet full-well knowing that nobody with a working brain considers it to be sexual content, so they are emboldened by being able to do so freely where someone who likes big tits or a shaved pussy would immediately get banned.
If foot shit was a real sexual fetish, pictures of feet would be banned on the same level as tits and pussy. But they're not, and the scum takes advantage of it being a clown fetish to spam that shit without punishment.
