We do have business districts but only in big cities, most small cities have a historic centre with most industry and business outside of the city in a seperate district.
We have a political downtown kind of, where nobody lives and its only government stuff, its called Riddarholmen. Dont think we have what you described though, an area with just offices in stores

Not my city at least. City centre is mostly stores, bars, restaurants etc. at ground floor and apartments on the higher floors.

Not really, there might sometimes be like office parks and outlet stores along a major road, but they're on the outskirts. But then there will also be warehouses and some type of small industry nearby, so I don't think it's quite the same as these downtown blocks in the middle of the city

None due to soviet urban planning. The only one location in our capital doesn't fit the criteria because there is a small village behind the high rise buildings. The land is worth more than gold so they are bag holding until they need it the most.
