No, Moscow is rich because it's a huge metropolis with millions of people and a lot of industry and services, plus it's an important transportation hub.
It would in fact work better as a city-state, exerting influence over the surrounding poorer states, not as part of an empire, since the remaining Russian federation or whatever rump states would exist would still be heavily dependent on Moscow.

The new country of Moscow (assuming the City of Moscow+Moscow region) would ironically resemble Austria or Hungary, as in a small landlocked state with a large metropolis with some surrounding rural areas but advantaged by being the location.
