They can, it's not very complicated. Even if we assume places like DRC are too large and poor to measure crime accurately, smaller African countries with lower populations and centralized governments do a much better job. Also, afro caribbean cunts are less violent than places like west virginia, which is over 93% white.

Literally not true. White homicide in the US is higher than most European nations but not all. Don't underestimate how much black murder skews our homicide rate. Their constant self genocide is part of why their population is stagnant.
