If it did Turkey would be doing good with their hyperinflation.
Generally having your currency cheap or expensive is a bag of tradeoffs.
The reason why Europe isn't hiking rates to stabilize isn't that we want to be China.
It's because high rates would destroy the debt-burdened south (specifically Italy).
Inflating the debt away is good for Italy, but is indirectly paid for by the north, which will lose the value of their everything.
It's still the right choice overall.

EU is looking to be a great place to build because its highly stable politically (Brexiters aside), lots of youth unemployment in some areas, and as their currency gets lower it will become more and more affordable/desirable.
