Lombards were genetically North French/Belgians. Normans in France were Northern French, Belgian and Bretons that had one or two Nordic leaders 5 generations prior. Don't know about Ostrogoths or Italian Normans.

All of those people were basically continentals who were heavily mutted and mixed with central and southern europeans as they moved around. They were about as "germanic" as your average slav at the time. And more importantly, those "germanic" tribes were extremely influenced by med culture and civilization, often adopting Latin and many other aspects of the roman empire.
Compare that to pure germanics left alone in Scandinavia to develop. I can post some simple comparisons of Vikings in the 12th century vs other cultures in the 12th century
