Proffesors in colleges or specialized schools for high education require a masters degree in their career and

This is required by law but it's not fulfilled in many rural cities or towns. Possibly due to corruption or lack of competent teachers in their areas.

The really shit schools are the ones that hire unqualified teachers. One of the best indicators of how good a school's teachers are is their experience and credentials both before or after becoming a teacher. Many teachers opt to serve better funded schools which leaves the undesirable ones having to accept anyone.
