You have no rule of law, not even the pretense of it.
Expats do live in fortified islands so they don't know this much. The rare few occasions that they feel this is almost always happen in traffic accidents often times some 15 year old driving some jeep. Then they will know what happens when you dare suggest a gulfie is guilty.
