The EU parliament basically does nothing. The bureaucracy of the EU is extremely complex but in short it's the EU commission who actually propose bills. The parliament is barely more than ceremonial. And what's more, the EU commissioners are beholden to the civil service of the EU, as commissioners are only there for 5 years or so and dont really understand its workings so they listen to what civil servants advise them. The civil service is ultimately in charge of the EU.
