those are solar panels just solar thermal and not photovoltaic. we had those on basically every apartment and house since the 70s energy crisis. but yes in recent years you see more photovoltaics on people's houses and especially on commercial buildings but its kinda overregulated here and expensive to install so it takes many years until you get a return on investment.
also these water heater panels were invented in israel

Not saying we should go back to brutalism, but those red tile buildings had potential until some "architect" decided to add some weird color spots all over the place that is now trendy. (Obviously architects dont exist anymore and its just construction company buildings same shit everywhere)
